On Jun 22nd, NDRC, NEA et al in total four authorities jointly issued “Minimum Proportion Target of Renewable Energy Consumption & the Responsibility Weight System for Renewable Energy Electric Power Consumption Implementation Rules “(to be enacted since Aug 1st 2026).
For the first time renewable energy-based hydrogen, ammonia, methanol & sustainable aviation fuel (SAF) production was clearly included in the rigid assessment of green electric power consumption & digestion responsibility.
NEA made an explanation on the “Rules” that, after years of cultivation, Chinese green H2/NH3/MeOH industries had experienced fast development and acquired the preliminary foundation for large scale exploitation and utilization. Up to Q1 2026, China had built 250kt/a, 700kt/a, 380kt/a and 1.70Mt/a capacities respectively for green hydrogen, green ammonia, green methanol and sustainable aviation fuel. By the same time, renewable energy non-electric use market competition capability remained rather week, causing the green value lack of effective conduction & market reflection, needing the formation of stable demand through further policy direction. Inclusion of non-electricity consumption in the assessment is conducive to accelerating the stimulation of non-electricity demand, promoting earlier realization of large-scale development, and providing strong support for expanding terminal decarbonization scenarios, establishing a novel-type energy system, and building China as an energy powerhouse.
In addition, in the aspect of actual practice, the state would coordinate the steady promotion of the renewable energy non-electricity industry development and the statistical computation system construction. In case of matured condition such as renewable energy to H2/NH3/MeOH production, it is advisable to be earlier included in the scope of supervision and regulation; if the statistical system needs for further revision, such as renewable energy heating (refrigeration), it would be allowed to waiting for the maturity of condition. Combining with the industry development requirement, in early stage the assessment can be conducted based on non-electricity consumption categories, such as conducting separate assessments on the consumption of renewable energy for hydrogen, ammonia, and alcohol production by individual producers.
