NDRC Issued “Novel-Type Energy System Construction ‘15-5’ Program”

On Jun 25th, NDRC and NEA officially published “Novel-Type Energy System Construction 15-5Program”.

 

Main target of the program is to build a preliminary, clean, low-carbon, safe and high-efficiency novel-type energy system by 2030, with totalized energy production capacity up to 58Btce/a, generally upgraded electric power system mutual back-up and working safety toughness level, diversified and controllable energy import; after coal and petroleum reaching peak consumption, non-fossil energy use should achieve 25% proportion, with wind/solar power generation capacity installation proportion exceeding 50% and becoming the main body of electric power capacity, and non-fossil energy-based power generation also exceeding 50% proportion 50% to become the main body of power output; to accelerate the construction of a strong, resilient, green, low-carbon, integrated, intelligent, and efficient new energy infrastructure system, and complete the construction of a preliminary, novel-type electric power system; the energy industry chain key technical equipment should realize generally and independently controllable, to step into the front rank of the world energy Technology Start-up countries; to speed up the improvement of market and pricing mechanism adapting to the new energy system, and basically establish a unified national electricity market system.

 

To accelerate H2 energy & green fuel industry development. To coordinate H2 energy production-storage-shipping-use whole chain development. To develop green power straight linking to hydrogen production and renewable energy off grid hydrogen production models according to local conditions, and achieve a renewable energy-based hydrogen production capacity of 2Mt/a by 2030. To intensify the industry by-produced hydrogen purification & high-efficiency conversion. To develop the rational layout of green H2/NH3/MeOH production base and infrastructures, enhance the guidance for hydrogen shipping pipe-net layout, and explore the use of existing oil/gas pipe-nets of insufficient load rate for green methanol large-scale shipping. To promote the application of H2/NH3/MeOH in power generation, traffic/transport, chemical metallurgy, large scale energy storage and other fields. To coordinate the layout of H2 energy empirical/experimental platforms, carry out green fuel process R&D and industrial pilot, and establish green fuel sustainable certification systems.
